It took me a minute. I don't think license plates are made by prisoners here in Canada.

They aren’t here, either anymore. I think that was more from the days before annual registration stickers, when the entire plate itself was replaced every year. These days, prisoners mainly seem to produce generic, unbranded hand sanitizer.

In Finland all license plates are (since 1927) made by prisoners.
